French proficiency requirements announced for resident card applicants.

The decree of 21 February 2018 relayed the required level of proficiency in French in order to obtain a resident card or a resident card marked ‘long-term resident – EU’, and came into effect on 7 March 2018.

The decree acknowledges the list of diplomas or certifications required to obtain a resident card as follows:

  • Diplomas attesting a level of knowledge of French equivalent to at least A2 level of the Common European Framework of Reference for Languages of the Council of Europe;
  • Diplomas issued by a French authority in France or abroad, endorsing a French language course;
  • Secure linguistic tests or attestations, issued by a recognized national or international certifying body, which establishes and validates the command of the written and oral competences referred to by the A2 level of the Common European Framework of Reference for Languages of the Council of Europe.
