Change of the conditions of entry into France from abroad,
as from March 19, 2007

A bill of law of the Ministry for Interior and Regional Planning, on March 19, 2007, specifies the new conditions of entry into France from joint French abroad, pursuant to the article L. 211-2-1 of the law no. 2006-911 of July 24, 2006.

Two cases in point are considered:

The first relates to requests for temporary residence permits, emanating from abroad, married in France to a French citizen, who can furnish proof to the Prefecture of a regular entry on the territory, and of a co-habitation at least 6 months with his or her spouse. A request for a long-term visa, in this case, can be presented directly in prefecture for the delivery of a residence permit.

The second concerns the French foreigner who does not meet the preceding conditions. This person will have to request from his or her own country of origin, a long-term visa to stay near the French consular authority.

New index of rent reference

SSince January 1, 2006, the new index of rent reference (IRR) in France, published each trimester by INSEE, is used as a basis for the annual revision of the rent of a residence.

How does the revision work?
The revision occurs each year at the date agreed upon between the parties, or at the start date of the lease (not to be confused with the increase which the owner can propose with the renewal of the lease, or with the consecutive increase of rent, which allows for maintenance of housing by the owner).
The index to be taken into account is that of the quarter indicated in the lease, or failing this, the last index published at the date of signature of the lease.

Where do you find the index and how do you calculate its increase in rent?
On the site of INSEE, the new index is published quarterly:

Calculation is simple :
Rent preceding X index of reference of the rent of the quarter concerned / index of references of the rent of the same quarter of the previous year.
